1097 Berne ST SE -- NOTE: A Stop Work Order was issued on 9/2/2026 (by Artie Van Sichem), for lack of permits. We want to comply and get back to work ASAP! The scope of the work is detailed below. We recently began to repairs on our house to address significant rot to our: siding, window frames, and the framing on our front porch. All of these parts of the house had rotted after years of failing gutters, lack of roof overhang, and, most importantly the application of a layer of poorly-applied vinyl siding over the original siding (this was installed prior to my purchase of the home in 2015, and I, the homeowner, removed the siding). To further prevent water issues, we also wish to improve the roof line by adding some eyebrows to the east/west sides of the house, and add 8" of overhang on the front and back sides, as well as the gables of the front porch, while also replacing the gutters. All siding and window replacements are to be matching/in-kind, as we just want to repair the house. In the interests of making the house more energy efficient and bug-proof, we also want to replace the roof shingles with modern SFI 25 rated shingles, and insulate the walls, attic, and crawlspace. Meanwhile, the area most affected by rot was on the back of the house, where the patio and concrete walkway (which are original to the house) were exposed to the elements. Perhaps most significant, well before the current work on the rest of the house, we had hired a local handyman to build a metal roof over this non-permeable area. We didn't realize a permit was needed for this, but it is our understanding that this was the inspector's primary concern. Subsequently, we have hired a structural engineer to inspect this work, provide drawings and a letter, and we are taking steps to improve it as needed to ensure that it is up to code. Repair Work on Exterior : * SIDING WORK: Demo exterior siding; Repair rotten/water damaged framing and sheathings; Install new vapor barrier; Install New siding and flashings WINDOW DOOR REPLACEMENT: Demo windows and exterior doors, Install new windows and doors (with tempered glass) ROOF WORK: Demo existing asphalt shingles; Add 8" overhangs on front and rear elevations; Add 8" eyebrows on east and west facing sides of house; Install new roof flashings; Install new roof shingles (Pinnacle 3M Cool Roofing Shingles SFI Rating 25); Install new gutters/downspouts and leaf guards FRONT PORCH: Removed rotten framing and repair. Install new screen and handrails NOTES: I sincerely apologize for my oversight with regard to permits. This project began as I had ongoing issues related to water, particularly rot and insect infestations--I also have significant allergies that were exacerbated by these conditions. This mostly stemmed from: poor roof conditions, failing gutters, and vinyl siding that was trapping moisture. When I removed the vinyl siding, there was a lot of rot and it was clear that the original wooden siding had to be replaced. Furthermore, most of the windows had been compromised by rot. In the hopes of making the house more waterproof and pest proof, and to bring the house up to modern energy efficiency and code standards, I hired a licensed siding contractor and roofing contractor to address these problems as described above. Given that the work is predominantly exterior repair/replacement and would be done in kind, I didn't think I needed a permit. Prior to the work in progress, I (the homeowner) took it upon myself to add a shed roof covering the patio and the rear entry of the garage/storage room. Some of the most persistent water issues were associated with this exposed area. Given the following: 1) the now-covered area was previously non-permeable (it was all covered with concrete long before I purchased the home in 2015), 2) the roof would improve drainage, 3) there was no modification to the existing roof, apart from tying in from the exterior, and 4) the cost was to be under $10000, I didn't think that a permit was necessary. So, I did this along with a local handyman. (Incidentally, at this time, we also removed the garage door, where there was also rot-related issues and water incursion, and sealed it in.) In hindsight, having a handyman aid me with the patio roof and sealing the garage door without a permit was a mistake on my part!!! Regardless, I definitely want to make sure everything is correct; so, my licensed contractor who is doing the siding and roofing work referred me to a structural engineer who will be providing some drawings and an inspection of the existing patio roof work to hopefully get a permit/approval as soon as possible. Should anything be amiss with the existing work, we will certainly address it! That all said, please let me know what I need to do to get this situation resolved! Given that the Stop Work Order was issued in the midst of the roof work and exterior work (such that the house is now even more vulnerable to water and pests!), could I please request to issue and pay for two separate permits: one to allow completion of the roof, siding, front porch, and window work (which is most critical!), and a second for the previously installed patio roof? Apart from the house being exposed, the currently incomplete exterior work is also a major imposition on the quality of life for me an my girlfriend (who resides with me). We greatly appreciate any help you can provide in helping us obtain the permit(s) in an expedient manner!
