The proposed business will operate as a dispensing organization licensed under the Texas Compassionate Use Program (TCUP) and regulated by the Texas Department of Public Safety. While dispensing activities are limited to qualified patients prescribed low-THC cannabis under Texas law, the facility's day-to-day operations are similar to those of a retail establishment and pharmacy, with customers visiting the premises to purchase authorized products during regular business hours. The facility will maintain secure inventory storage, point-of-sale operations, customer service areas, and related retail functions typical of a modern retail business, subject to additional state-mandated compliance and verification requirements. All activities will occur indoors, and no cultivation, manufacturing, extraction, processing, on-site consumption, alcohol sales, tobacco sales, or other prohibited activities will occur at the site.
