PHENOM PRESSURE WASH LLC- ADDITION - (RES) -- This application proposes an Addition to the existing single-family residence at 3457 Spreading Oak Dr SW, converting the existing attached carport into heated, conditioned living area, along with a comprehensive interior renovation, basement finish, and associated exterior work. This scope of work reflects all conditions and work observed at the time the stop work order was issued, as well as all work proposed on the accompanying construction plans. 1. Addition — Carport Conversion The existing carport structure is being converted from unconditioned/unheated space to fully conditioned, heated living area. This includes new framing as required, insulation, drywall, flooring, and full integration of the space into the home's mechanical, electrical, and plumbing systems. This change in use and conditioned square footage is the basis for the application type correction from Alteration to Addition. 2. Interior Renovation Complete interior renovation throughout the residence, including: New plumbing system throughout New HVAC system New electrical system and wiring New drywall and insulation throughout New cabinetry New flooring throughout Interior painting throughout 3. Basement Finish The existing basement is being finished as conditioned living space, incorporating the same plumbing, electrical, and HVAC upgrades applied to the rest of the residence. 4. Utility Upgrades New water and sewer line installation serving the residence. 5. Roofing Full re-roof of the existing structure. 6. Exterior Renovations Exterior painting throughout New wood fencing erected along the front and side elevations. This fencing was installed without a prior permit and is included here as proposed work under this application. Proposed walkway, as shown on the accompanying plans. This item was flagged during review as present on plans but absent from the original scope description; it is now included as proposed work. 7. Landscaping / Site Clearing Removal of shrubbery not depicted on the recorded survey. This work is addressed under Arborist Complaint BA-202601703, which has been resolved and is complete. 8. Right of Way No work is proposed or has occurred within the public right of way. Summary of Compliance with SWO Findings All items observed at the time the stop work order was placed — the unpermitted exterior renovations, interior/basement renovations, wood fencing, MEP trade upgrades, and landscaping conditions — have been incorporated into this scope, the Cover Sheet, and the Building Permit Application Detail Description, consistent with the Department's 07/21/2026 review comments.
