September 29, 2026 City of Tampa Construction Services Division Re: Hardship Request for Temporary Certificate of Occupancy for Staging Only Property: 3615 S Lightner Drive, Tampa, FL 33629 Dear City of Tampa Officials: On behalf of Harbor View Builder and InnoBilt, I respectfully request a temporary Certificate of Occupancy for the limited purpose of staging the property. No one will live at the home, and we will not allow residential occupancy until final approval is granted. The home is in the final inspection phase. The remaining item is the window opening control device identified during inspection. We have ordered the required device and expect it to arrive in approximately three to four days. We will arrange for installation and request a reinspection as soon as it is in place. Staging is already scheduled, and a delay at this stage would create a hardship. We ask the City to consider temporary approval for staging while we complete this final correction, subject to any conditions the City requires. Thank you for your consideration.
