vendor, SP+/Metropolis, LLC (“Applicant”) applied for a permit to operate park-for-hire
parking at the Property.1 On June 17, 2027, Calvin Watts, Transportation Director and
Parking Program Director of the City of Atlanta Department of Transportation refused to
approve the permit. Specifically, Mr. Watts denied the application on the basis that “Per
Zoning [Department] Park-for-hire is not a permitted use in the I-MIX District.”2
The City of Atlanta (the “City”)’s decision to deny the park-for-hire application is
meritless. It has no basis in the City Code, and it violates Owner and Applicant’s
constitutional and property rights. Accordingly, Owner and Applicant appeal the City’s
